Job Description:
Reporting to the Executive Director of Finance and Auxiliary
Services, the Payroll Director is an exempt position responsible
for administration of shared payroll services to Bellevue College
and other contracted colleges. -The Payroll Director provides
strategic leadership advancing individual college and state board
initiatives aimed at improving payroll service quality and reducing
unit cost. The Director is responsible for the total payroll
functions of 1 - 4 community colleges within the Washington State
Board of Community and Technical College system. This includes
management of payroll operations staff, tax filing and compliance,
and client-relations satisfaction. The Director also ensures the
financial sustainability of the payroll operation through the
establishment of client- college unit pricing and successful
performance management within that pricing structure. Pay, Benefits
& Work Schedule Salary range begins at $95,000.Annual salary will
be commensurate with candidate's qualifications and related
experience. -We offer comprehensive compensation package with

Department processes and manages complex transactions ensuring all
employees are paid in an accurate, timely, and cost efficient
manner in compliance with College policies and governmental
regulations. Provides information and consultative solutions to
employees and administrators to solve urgent problems today and
advance college goals and objectives. Essential Functions
Supervision & Training
- Apply independent judgement in supervising employees including
recruiting, selecting and retaining effective employees, providing
training, defining work assignment and content, and establishment
of work rules.
- Conduct or oversee performance evaluations, disciplinary
actions, resolve conflicts and other personnel issues.
- Coach and mentor payroll staff in daily, monthly and annual
payroll tasks using payroll knowledge, experience and the
establishment of procedures and policies.Process Development
- Develops best practices to make payroll operations more
effective.
- Works with SBCTC Staff and other peer Payroll Directors to
develop:
- Data retrieval and automation
- Office procedures and practicesProject Work
- Develops solutions and manages implementation of specific
client requests and projects.Payroll Balancing and Tax Filings
- Balances each payroll and reports tax liabilities in
preparation for quarterly and annual tax filings for Federal, State
employment, and out of state employment taxes.Client Relations
- Works closely with HR partners at each school to ensure a
unified HR and Payroll operation.
- Works with employee supervisors to understand unique department
needs and provide efficient solutions.Auditing
- Performs audits on payroll administered employee benefits to
ensure accuracy in employee deductions and payments balance with
benefit provider charges.
- Performs other duties as assigned. Minimum Qualifications
- Bachelor's degree, which includes 18 quarter or 12 semester
hours in accounting, auditing or payroll personnel courses.
Relevant years of experience can be substituted on a year-for-year
basis. -
- A minimum of five (5) years of payroll management and
supervisory experience.
- Must meet necessary knowledge, skills, and abilities criteria
to conduct a large-scale payroll operation for on-time, accurate
payroll.
- Familiarity working with payroll systems for State of
Washington two-year colleges.
- Working experience with PeopleSoft payroll systems. -
- Demonstrated experience working in a collaborative team
environment with diverse employees and student/customer
groups.
- Experience with Microsoft Office suite applications.Position
Specific Requirements:
- Essential education, training, and experience in payroll
services management with specialized knowledge in payroll and
employee benefits.
- Ability to work within Washington State payroll rules and
regulations and procedures.
- Knowledge of modern principles and practices of management,
leadership and supervision and working with a unionized work force.

- Ability to work within local, state, and federal laws and
regulations that affect the college. Preferred Qualifications
- State of Washington Payroll System Experience including
Department of Retirement and Health Care Authority.
- In-depth Internal Revenue Service (IRS) working knowledge and
experience.
- Payroll Certification.
