Our Bellevue, WA office is seeking a Project Manager with significant experience delivering fish passage improvements for roadway / highway / rail infrastructure. The successful candidate should have a technical background in either roadway / highway or structures project delivery including project studies, preliminary engineering, final design / PS&E and design services during construction. Delivery methods are likely to include both design-bid-build and design-build. The Project Manager position is a "seller / doer" with involvement in both marketing (proposals / interviews) and project delivery.


  • Work with technical specialists in the performance of Level A and B assessments for fish passage improvements.
  • Lead and manage development of project studies, preliminary engineering and final design / PS&E for roadway / highway / rail fish passage improvement projects.
  • Develop, implement and monitor work plans including scope of work, budget and schedule.
  • Develop and implement project-specific quality management plans.
  • Conduct field investigations.
  • Prepare marketing proposals and interview presentations.


  • Bachelor's degree in engineering.
  • State of Washington P.E. license. SE license a plus for structural engineers.
  • At least 8 years' experience in roadway / highway / rail / structures design engineering.
  • Responsible experience on a minimum of three fish passage improvement projects.
  • Demonstrated knowledge of fish passage project requirements.
  • Familiarity with fish biology and stream ecology principles including stream hydraulics and morphology.
  • Familiarity working with indigenous tribes with interest in fish passage improvement sites.
  • Demonstrated oral and written communication skills, and problem solving and analytical skills.
  • Strong commitment to innovation by creating new and better ways to solve challenging problems.
  • Experience dealing with the public and have excellent customer service skills, including skill in handling sensitive issues and coping with conflict, and to do the right thing in an ethical, fair, and sustainable way.
